How to Get There
The problems with this resort reflects entirely on management. The management team need to visit other LUXURY RESORTS to get a glimpse of what they should be doing and stop 'WINGING IT'.
I did my research before coming and the reviews seemed ok but 'GUESS WHAT', apparantly most of the perspectives I read were from Europeans or inexperienced vacationers. This is by far the "WORST" example of a luxury resort I've ever seen. Which ALL INCLUSIVE LUXURY RESORT has frequent electrical outages (blackouts) no electricity...YES YES YES YES...I counted 4 blackouts, you can't make up stuff like this. The entire luxury profile needs to be scrapped from this 'PAPAGAYO SECRETS RESORT' advertising. I've worked in and vacationed in enough resorts to see clearly that this place is hemorrhaging. The Day to Day Operations at this Resort is simply not practical nor sustainable.
The reception at the lobby mirrored a typical AirB&B lodging. Workers were friendly, no over extending courtesies, can't blame them, they are doing exactly what they were trained to do, it's the management vision that dictates pace and standards. The Resort had no eye catching welcome party nor center/focal piece, dreary decor...one could argue that it's the culture of the country along with limited resources that accounted for the below par services provided by Secrets Papagayo, however I strongly disagree. An experienced Resort Manager would have seen this deficiency and fixed it. The reception area sets the tone for what's to come. We saw more flavor and essence of Costa Rica at the Airport. Note: the airport at Liberia is fairly new so there is not much to see there...
THE ERGONOMICS OF THE RESORT...
The resort is poorly designed. Handicapped or disabled, take this resort off your list, you will not be able to maneuver the steep hills to your rooms. The shuttle service provided is pathetic try not to get sick or be in need of care due to fall/injury, you will suffer. Just ridiculous management! This is the type of facility that without a serious 'Law Suit' no changes will be made. The drivers and receptionist when you request a shuttle are always willing, but it's simply not a practical system. The roads are hilly so if you have heart problems looking through the windows of the bus might set you off...it was scary to say the least, the drivers performed some blind reverses on dead end hill side roads often you could hear the chassis of the vehicle hitting the road, just crazy...
The room space was ok, simple design, adequate. However the bed linen was terrible below are pictures showing mildew on the sheets plus the awful pillow stuffing with some cotton alternative accompanying feather pillows. Again hotel service did the best they could with the resources provided.
Must I mention that we informed the Resort that it was our Wedding Anniversary and we did not receive our complimentary package until the following Monday, 5 days after we arrived at the resort on Wednesday of the prior week! There is simply no excuse for this type of negligence at an ALL INCLUSIVE LUXURY RESORT.
Absolutely Poor poor Management!
The food was a hit and miss. Some days good, other days bad, no flavor, similar daily menu. My party of 23 got so tired of the food served at the Market Place Restuarant. We tried the Italian and Hibachi Restaurant, was ok, we wanted to try other food areas like the Fish and Grill restuarant but was told it's only for preferred guest?...absolutely ridiculous. We ordered room service...the food was raw, smelly and pathetic. I became increasingly upset with myself for having paid such a large sum of money to come to this resort and receiving just mediocre services. I could have gotten a lot more value for money in other facilities.
Satisfactory bartending, no outstanding bartender...the drinks were without character and alot of the bartenders were really inexperienced you had to basically guide them in making a drink, so if you don't already know how to make your own drink you will not enjoy the bars.
Top Shelf Liquor...forget about it. The alcohol at this resort should be labeled DIET...I DID NOT EXPERIENCE A SATISFYING DRINK DURING MY ENTIRE STAY...remind you this is an adult resort.

For the most part the general staff were friendly, courteous and professional however there were some exceptions. One bus driver refused to open the door for guest even when he saw how difficult and dangerous it was to open a sliding door on an incline because most room stops are on a hill. My group members noticed his behavor as well, we know his name but no need singling him out. His attitude is a reflection of management. It starts at the top.
A female server was overheard scrutinizing a guest in Spanish, she apparantly thought that Americans didn't speak Spanish. I stood their listening to her speak about a woman negatively. I quickly alerted others about her.
A bartender was also observed with fungal infection under his nails. His nails were swollen, you could easily see that his nails were infected, seemed like early stages of 'WHITLOW', did a supervisor not see this? Unbelievable...
Simple put, there was none...
Again the workers tried their hardest to entertain guest but their experiences were limited they DID NOT KNOW WHAT TO DO. If you have ever visited any other ALL INCLUSIVE resort especially in the Caribbean you literally have to tear yourself away from the entertainment to grab some sleep, it's that good you don't wanna miss a thing. Kitchen closed at 10pm here. The DJ packs up around 10:30 - 11pm. We literally had to use our phone and bluetooth speaker to keep the party going, it's almost comical.
SOS...Entertainment Coordinators NEEDED IMMEDIATELY AT THIS RESORT...
Crude is an understatement...the messause need traing, technique was off, WAY WAY OFF. They have potential but need more training. The spa facility itself was terrible. The shower handles did not work, the massage beds were old and broken with the covers of the beds stripping...I still can't believe the amount of money I paid to this resort!
The beach is black sand, volcanic beach. Water is cloudy, your towels, bathing suit will all go black from attending the beach. My party literally avoided the beach it was that bad. I reminisced about the white sandy beaches from prior vacations.
With better management and a clearer vision this resort could get better but as is, it needs to be closed and renovations made before they continue advertising as a Luxury Resort. It's a pity there isn't a governing body to monitor the standards of these resorts. THIS WAS FALSE ADVERTISING AS A LUXURY RESORT!!! There should be fines levied for advertising of this nature. The Secrets Resorts elsewhere are totally different from this one. I seriously would like a refund or some compensation from the parent body of this resort. I will be reaching out to AM Resorts because this is unacceptable from a Luxury Resort Chain. The experience was not worth the price paid by my party of 23 guest. WE NEED A REFUND or some compensation for our distress.
Oh, how must I forget the cheesy sales ambush on the way to breakfast to sell us time shares or as they put it an alternative to time share. Was not expecting a sales presentation...what was funnier were the so called closers to the deal, you know, after the interns soften you up they call in the big guns...the Closers. You know the type, great sales men, larger than life personas but fake human characters.
This was a joke of a resort!
My wife and I came to secrets papagayo in February for our first vacation in 2.5 years and loved it. We booked in a junior suite with tropical view but our room still had a view of the ocean due to the layout of the resort. There are a lot of hills however we never minded the walk, and if we didn't want to walk one of the great drivers was never far off to give a ride. We stayed for 5 nights and wished we could have been there longer. Our room was by the spa so if we wanted to go to the main pool, we often would walk across to the main area on the beach in lieu of walking through the hills.
The food was always good and the service around the pools and beach was always good. Aqua was our favorite place for lunch, and often had healthier options. We split our days at the resort between the pool by the spa and the main pool. The spa pool was much quieter, but the beach was behind a mangrove of trees. The main pool has a great row of seats that looked over the ocean, however they were often claimed realatively early in the morning.
One day we did a trip to Arenal and regretted it. Although seeing the volcano and sitting in the volcanic hot springs was very nice, I would recommend doing that at a separate trip, or doing a few nights in Arenal separate from any time at Secrets. The long drive to and from the volcano was bumpy and uncomfortable (not worth it).
The resort was incredibly nice. The resort is on super hilly terrain but the resort has a shuttle service to take guest any where on the property. All of the food was great at the 5 different restaurants. There is a continous fast wifi connection on the resort which was really nice. The pools are great as well as the evening activities by the staff.

We stopped at secrets papagayo in first week of July. Resort itself was absolutely gorgeous. Localisation is beautiful. Wherever u go there are beautiful views of the ocean or forests. Some people moan that there is too much walking and its too high because to get to some rooms u have to walk uphill for a few minutes. To be fair - that's why I loved this place so much. The views were AMAZING. Hotel has got a cars which can take you from point a to b every time u want though. Although we never done it. I prefered to have a bit of walk and admire whole resort. Rooms are nice and were kept super tidy. Restaurants - our favourite one was Aqua by the spa and Italian one - Portofino. The food in there was very nice. Buffet restaurant was alright, although Costa Rican food wasn't my cup of tea... There was an amazing waiter though - Esteban. He was so smiley,nice and polite. We loved talking to him. U should give him a pay rise! Or some bonus, as he was the best person we met in whole resort... Guys from the bar - Cezar and... Christian? If I remember right - Were brilliant too. Great to chat with and they were spoiling us with cocktails we never had before. Beach - dark sand. Loads of trees. Very different. For me? It was gorgeous. I been on white sand so many times! This beach looks special, with nice sunsets. Only one thing I wanted to mention is I think there should be more music during the day... Being in Latin America country I was expecting to hear more latin music during the day to enjoy my time by the swimming pool. People get very... merry and jolly during the day in the swim up bar, a bit of music would make a place even better! There are ententainers which have their programs during the day but still - just some music during the day would put even bigger smiles on everyones faces. In general we are very happy with everything. Resort is definitely one of the best ones we ever stayed in and without a doubt we would stay at secrets again. Thank you so much for everything. My boyfriend and I just came back from spending 5 days in paradise. This hotel was perfect! The service was beyond amazing, the food was always great, and the pools were perfect. The beach itself was beautiful especially at night which was filled with sea creatures. I also saw 2 sloths bathing in the beach at night it was so amazing. I have no complaints about this hotel. The hotel is huge and the walk from our room to the main lobby was pretty long but we chose to walk to get some exercise in. If you don't like to walk they have 24 hour shuttles. They also have room service available all night. The view from our room was just like a dream come true. Our bed faced the windows which faced the beach, and the beautiful trees and plants near by and also amazing to watch the sunset and sunrise which I couldn't help but do almost everyday of my stay. The food in this hotel was amazing. They had so much to choose from. My favorite place to eat in was the sea side grill and the market cafe. There was entertainment by the main pool everyday I was there, and live entertainment at night. This was the best resort I have stayed in and I hope to be back.
